Firstly the day needs to set up on a time-line with events proceeding throughout the day so that people will stay, this also gives scope for a programme with lots of advertising to be printed and sold on the day.
Children need to be heavily provided for as the majority of people attending will more than likely be bringing children along. Bouncy Castle, childrens disco in a small marquee, face painting, childrens clown performances on the hour every hour, training sessions with the players, score a goal past lenny competition etc etc etc...
All bars at the club need to be stocked and open to the public, food needs to be made available and something for the older fan to do like watch the Hereford game and penalty shoot outs, goal of the season on a big screen in the main stand(you know where to come), This also opens up the possibility of selling advertising on the big screen in conjunction with or as well as the programme of events.
I can provide a stage, decks, Sound System and rigging for a SHYAN (Shropshire Youth Arts Network) - sound stage that will have young DJ's from across Shropshire performing (All for free of coarse)

Why not get some local bands signed up to put on a bit of a gig? If the weathers good and the bars are open, and easy to get to, people will hang around all day. Would be good to be able to laze around on the pitch, with a nice jug of cider watching some local talent on a stage in the Wakeman end. There are plenty of bands doing the rounds of Shrewsbury pubs, and they don't charge the earth. Other than that try and avoid queues at all costs, nothing frustrates more than having to stand in a line all day, and to be fair you just lose sales, The cost of putting extra staff on is well worth it. I like the auction Idea, and the penalties, but isn't it a bit much to expect Howie to save penalties all day. I would imagine after about 15 or 20 the body would be black and blue! Wouldn't be funny if we managed to injure our own goalie at the fun day!

General point: have lots going on throughout the day so that there's something to see/do whether you go down at 11am or 3pm (or whatever).
It's unlikely that anyone will stay for the whole event so it's worth repeating activities to allow everyone to take part (eg. if it's a penalty shoot-out have one every hour on the hour).
More specifically, make sure there is plenty for kids. Parents are more likely to attend any event of they know the kids will be occupied/entertained. Face painting, balloon modelling, bouncy castles, quizzes should all do the trick.
I know the Beaten Track pub have a bouncy castle that they hire out. It's only up the road so it has got to be worth speaking to them.
A must is food and drink. Get a burger van and an ice cream van at the Meadow. Most work on the basis that they keep any takings so won't cost the club anything. I know the name/number of a good burger van if you need suggestions.
(BTW: Thought a burger van at the GM before the Barnet play-off semi would have done a roaring trade, what with all those folks hanging around for an hour at lunchtime! Something for next year's play-off semi perhaps?!)

Have some people at the entrance handing out the fixtures for next year(if there out), so we could get some of the 'glory hunters' within the crowd to know when the games are next year which may do something to increase attendances-a long term money grabber!!!

What about getting in a comedian? I hear ex-Telford manager Mick Jones has reformed his double act with Spit the dog. Or a spot the ball compitition! with Luke's penalty at Stoke. Seriously though what about setting up a play station 2 with a football game and charge a few quid to take on a Town player(s)? Kids would love this because they would probably win.
