Have you found the ruiling from the UEFA/ FIFA website which says 'you have to have injury time'??

Well I sort of looked (at one site was all i could be bothered to do). And it indicates that the ref has to add ontime, without actually saying that. Make of that what you will. I still think I'm correct,be it indirectly, but i will apolagise,as no doubt you disagree with me i'm sorry images.fifa.com/fifa/handbook/laws/2000/QA/Q&A_2000_E.pdf

Yep.
If he 'has' to add on time then halves would be 46 minutes long instead of 45.
The ruiling on page 15 of the document (cheers for the link) says a referee has to add on time, but only if 'time has been lost' i.e. through substitutions, goals being scored, injuries or time wasting etc.
