According to Sky sports its going to a 3 man panel (a QC etc) and the worst they can do it fine them about the same as Liverpool got fined over Ziegler.(sp)
Eventually they will get caught out using thier money power, Fifa/Uefa will throw a wobbly and new rules will be made to make a punishment hurt, reduced points, or getting thrown out of a competition

The worst I can see is that they get a fine. Abramovich would probably make that sum back in interest on his fortune within 10 minutes.

Have others made false reports like that in the past?

Oh I agree, but this is a definate you can't hurt us, we can't be touched type of thing, The barcelona incident, has really got people in UEFA steamed. Have others made false reports like that in the past? So Chelsea are charged with bringing the game into disripute and making for a 'threatening' atmosphere for the 2nd leg with Barcelona. How should they be charged? Give em more money I say - that second leg was one of the best ever games of football I bet anyone has witnessed. If an un-savoury atmosphere is players swapping shirts at half-time then bring it on!

how can uefa charge chelsea with making a threatening atmosphere, yet on the other hand do bugger all about the racist chanting that goes on in various games?

Indeed what i was thinking trenners SO jose speaks out about a referee, and chelsea tap up a player, which every club does, hell haven't chester pretty much done the same thing?! As a result Fifa/uefa go bonkers, but when it comes to sorting out racism, they are only prepared to hand out the sort of fine that makes a mockery of their "devoted" stance
