and for the record I believe that democracies in poor countrys are often newish and/or have been put in place reguardless of the resistance of insurgents/influential members of the previous ruling elite. Thus as such they need to oversee a considerable period of national economic and social growth to build up plenty of political goodwill amongst its "citizens" so as to be able to come through the inevitable hard times It also helps if there is some sort of beaurocracy (sp ) in still in place which can help run the country and stop it from going into meltdown (ala Iraq) if that makes sense
