Is this really a valid excuse?

Is this really a valid excuse?
if they were comited to the reforms they would have done it years ago.

There is no excuse for any delay in anything which can improve people’s lives.
I don’t believe a word of it.

How unfair is it that people already paying for their care now won’t start towards the cap until it comes in.
Ill give you an example. My Mother In Law is in a residential care home that costs £3,900 per month. She fully finds it with about £2000 from income and £1900 from savings. The £86k cap was due to come in October 2023 but anything contributed before that date doesn’t count towards the cap. That’s now been pushed back at least 2 years down the road so £93k later nothings gone towards the cap.
When the cap comes in you still have to pay for Board and food, estimated currently at £800 pm. By the time the cap comes in her money will have gone save currently your last £23.5k which was due to rise to £100k in October 23 but it’s not clear now if that will be pushed back.

The biggest problem is it's not when the cap comes in, it's IF the cap cpmes in. All the rules associated with such a cap are also unclear. It's a complete mess that needs clarification for everyone because sometimes it's not just the elderly who need constant social care.
