Not yet, but as we sumised this proabley is the case...
Some debate that the path is National Rail (or Railtrack or what ever they are called) might actually "own" the land..
We will find out out at some point...
Also someone had posted that they had it confirmed that the council owned the land... but not seen anything official.

If NR own the land why would they put a fence on the inside of the path by the railway track and not the outside where the green palisade fence is now? Doesn't quite make sense to me. Can see them having an easement to gain access the bridge for maintenance purposes though.
Only the Land Registry can provide a definitive answer.

its a public footpath, i used to use it long before the footy arrived nothing to do with the railway
as i've already said in a perfect world the council and the club would be fighting as to who pays for linghting not who doesnt
