The opening of Wembley is going to be an under 21 or schoolboy international because your first event has to be with 50%- 66% capacity to satisfy the regulations and get your safety certificate
Does this mean the first game at New Meadow can only be a maximum 6600 capacity?

That's why the club are hoping it will be a 2006/7 start - so they can have a friendly in it before proper launch.

I thinkt he way it works is that is the stadium is not fully complete then you do this. I remember them doing this with the Millenium Stadium in Cardiff
