I'm pretty certain it was Herbert, although I think he came on for the last 5 mins or so, I may be wrong.

The official records show an attendance of 13, but closer inspection of the facts shows that to be wrong. The match was held at Old Trafford after County suffered their second ground suspension after trouble during a game against Sheffield Wednesday.
The league decided to stage the game after Manchester United’s home game against Derby County. But, despite the fact that some of the crowd who had watched the United game stayed on, only 13 new spectators paid to enter the ground.
The sorry figure was then entered into the record books although the true crowd was said to have been between 1,000 and 2,000.

1999/2000 he also did it.
