I know some folks like to chew the fat over these things.
At the weekend my wife travelled into Manchester city centre to pick up our daughter and at 10.15 pm at night stopped on a double yellow line on a deserted street to let my daughter into the car. As she pulled in to stop a man came running down the road and started taking photgraphs of the car.
This morning we received a Parking charge notice from ES Parking Enforcement Ltd stating that the car was parked on an area where stopping was not allowed at any time. Please pay £60 now or £100 later blah blah blah.
I know we have debated parking charges from private companies relating to private land, but am shocked that Private Companies are now trying to generate parking charges on public highways
Does anyone know if this is correct?

Is it a public highway or is it private road. If a public highway, and if you were sat in drivers seat, they cannot issue a parking charge as the vehicle was not parked, but waiting.... I think that is the law, but doubtful it’s under private parking restrictions.

Should try an appeal anyway. I bet that bloke used to be a clamper before that lucrative scam was stopped. If it's a highway it's probably another council who have contracted out enforcement to these grabbing toerags, though a bill from ES parking doesn't sound like a genuine council PCN?
You do have to wonder if this is a favourite spot for this sort of activity as he was hanging around there waiting to snap.

looking at the photograph I have noticed that the double yellows lines also had two small lines painted on the kerb which looks like its a no loading prohibition but allows you to stop and pick up passengers I think that might be the defence you were loading people into the car 3 years ago i got 6 points and a £200 fine for pulling over , switching off my engine and making a phone call a month later when i took a photo of a copper, pulled over, engine running, no handbrake on, on the phone, guess what when i reported it, it was ok

You may stop while passengers board or alight. If no days are indicated on the signs the restrictions are in force every day including Sundays and Bank Holidays. ALWAYS CHECK THE TIMES SHOWN ON THE PLATES. Lengths of road reserved for vehicles loading and unloading are indicated by a white ‘bay’ marking with the words ‘Loading Only’ and a sign with the white on blue ‘trolley’ symbol. This sign also shows whether loading and unloading is restricted to goods vehicles and the times at which the bay can be used. If no times or days are shown it may be used at any time. Vehicles may not park here if they are not loading or unloading. So despite Bob the Nobs protestations I don't think I am 'bang to rights'

It still hurts you doesn't it Pilch. Think of it this way, some forces would have "smoothed things over" by doing you over. Had you been black and in America they would have probably shot you, dead men don't talk.

It still hurts you doesn't it Pilch. it does, because they told me if i'd have gone to court i would have got away with it as i had not commited an offence, and its only just come off my licence saying that i would quite often use my phone whilst driving so would have probably got caught sometime anyway

My advice for what it is worth, would be to report it to the police that there was some shifty character taking photographs of women late at night. As you felt threatened by this person, particularly with your daughter present, you deemed it necessary to collect your daughter from the street and to remove her from the potentially dangerous man.
