Have STFC at 28-1 to win league 1 with 9-1 for promotion. Odds seem too big to me, any thoughts?

We are 12/1 to get relegated and 13/8 to finish in the top 6.
Only bet I was half tempted to put on was a top 6 finish but those odds are way shorter than I expected.
I think we will have a good season but it would take a monumental effort to be in and around the play offs.
We were 16/1 on skybet to win League 2 last year, now we are 12/1 with them to win League 1.

If the odds for promotion were 20-1 you might have me listening.
I imagine the bookies are a bit fearful of teams registering back to back promotions like Yeovil or Doncaster have done in recent years, or coming close like Chesterfield did last term so that may explain why our odds are so short.
At the moment the odds are based on instinct and not a lot else. Most clubs won't have done any business at this stage, many won't have even published their retained list.
I expect our odds will lengthen between now and the start of the season. There is no value in it at the moment whatsoever.

9/1 might seem big to you but considering the majority are under 9/1 and only 3 sides are over 12/1 we are looking like the odds i thought we should be
still nowhere near long enough for my money
